Both used Hero Engine, but TOR was build on a beta copy of the engine and used a completely different renderer.
I think there is generally a lot of confusion from players as to what Hero Engine does. Yes, it does have a rendering engine. That is not cutting edge, it's acceptable, but not on par with the likes of Unreal Engine, Crytek, etc. The strength of Hero Engine though is in the other things, things that the aforementioned engines do not do, the MMO specific features.
In the end though any engine is just a block of clay. It's up to the developers to improve them and adjust them for their own needs.

Can i add, as someone whos played alot of MMOs and bought into kickstarter for this game, its so worth it. And i play SWTOR this game is much better as it is, SWTOR just got its 3.0 version and its got a ton of issues still, TheReopoulation is in early alpha and its way better and has such potential.
Is it the same SW:TOR Engine? The SW:TOR open PvP was just unplayable, due to low frames. What about The Repopulation?
That wasn't just down to the engine.
Engines can be modified. Over the years the Hero Engine is barely recognisable from what it was back then. Developers have picked and pulled at it to do what they want it to.
The problem BioWare had then, and still have now, is they were completely new to MMO's. They are going through a massive learning curve.
You also have to remember that BioWare has changed quite a few members of staff. Folk that worked on KOTOR, Jade Empire and DA:O have moved on and been replaced. Even the founders of BioWare have walked away.
Engines are just a foundation to be built upon. That foundation can be laid however the devs see fit.
I see people talk about engines a lot, especially during the beta of SWTOR, and 9 times out of 10 those people don't seem to have a clue. They hear one person say something and then stick to it like it's gospel.

Sounds like honey for the ears :] Bioware had many and many millions of $ and a ton of experience and its all ended in new instances of zone when there was more than 100 people with some sort of max population cap around 200 per instance. I want to believe that your version of hero engine is superior, but its supporting only 1 CPU core, seriously ? its almost 2015.
